At the beginning of the XXI-st century Russia is facing a necessity to choose a long-term strategy of the social and economic as well as the innovational and technological development. If the inertia and market way of development, along with minimization of the state’s role and responsibility, remains – Russia, having exhausted external sources of growth, will be at edge of the world scientific and technological progress, its production will lost competitiveness. Contradictions will raise.
